The city’s zoning code includes a Pedestrian and Transit Oriented Development (PTOD) district, which combines standards from both modes driving the development (§18.34). What this means in practice is that the district offers incentives such as density bonuses, parking reductions, etc. but in addition to proximity to transit, includes additional pedestrian-oriented requirements, such as transparency and connectivity standards.  

Transfer of Development Rights

The city’s zoning code authorizes transfer of development rights (TDR) for historic and seismic rehabilitation (§18.18.080) in the downtown commercial district. TDR standards address program eligibility, receiver site expectations, transfer procedure, and the limitations of using TDR.
