This report from the Congress for the New Urbanism is intended to serve as a manual for redeveloping nonviable shopping malls. Its first chapter looks at multiple mall redevelopment models as well as case studies from California, Colorado, Illinois, and Florida. The second walks through a redevelopment viability assessment, which addresses market conditions, ownership status, contextual factors, municipal and community capacity, and developer and lender capacity. The third section provides lessons learned from completed grayfield redevelopment projects, and uses real world examples to explain them. The document features an appendix with a redevelopment strategy checklist for planners to use on projects, as well as additional useful appendices that organize information from case studies and elasticities between traffic and urban form characteristics, and a table for redevelopment scenario assessment.
