Grayfields Reuse and Redevelopment

This subarea plan from Bellevue, WA, is for a roughly 900 acre light industrial grayfield subarea. Lots are large and the street network is discontinuous. Policies for the plan include economic diversification, reducing and mitigating spillover impacts of new development, and managing growth in phases.

The plan is broken into different goals with listed policies to be implemented in support of each. Goals include establishing a nodal development pattern, improve the aesthetic character of the area, achieve greater environmental sustainability, create an integrated park system for the area that connects to the rest of Bellevue’s open space system, encourage more diverse housing (especially more workforce housing), integrate arts and culture into Bel-Red’s redevelopment, improve the transportation network, mitigate impacts through interjurisdictional coordination, ensure an effective process, and support the development of neighborhood character. Each goal features multiple policies.
