Outdoor Lighting

The city’s comprehensive plan addresses outdoor lighting. In the chapter on goals and objectives for Natural Resources and Open Lands, under a general goal of reducing pollution sources, Objective NR-2.4, Light Pollution, calls for minimizing light trespass from developed areas and reducing sky glow to maintain night sky visibility.

In the Action Plan, implementation step IMP NR-2.3 calls for an update to the development code standards to limit light trespass and create standard illumination levels for different development types; IMP NR-4.2 calls for evaluating the use of energy-efficient LED lights in city facilities and streets.

Also of note, the city’s previous 2060 Comprehensive Plan also addressed outdoor lighting. The Environment chapter of that plan set objectives that addresses noise and light; Objective EN3(C) called for employing strategies for the judicious use of outdoor lighting, and associated action steps address reducing light pollution and conserving energy through land use development standards by reviewing proposed lighting levels for different types of development, enforcing adopted illumination standards, minimizing glare through shielding requirements, and promoting energy-efficient fixtures for municipal uses.
