Group housing

The city's zoning code defines "group home"  (Article II).

It allows group homes for 8 or fewer disabled residents by right in all low-density residential districts subject to standards, including violence screenings for residents, state licensure, and a 1,320-foot separation requirement from other group homes or shelters (§6.1.1.5). It allows group homes for 10 or fewer disabled residents in all medium- and high-density residential districts subject to the same standards (§6.6.1.5). Additionally, in high-density residential districts, the code permits group homes for 11 to 15 disabled residents as a special exception use (§6.8.2.3). 

Outdoor Lighting

The city’s zoning code addresses outdoor lighting (Article XIII). The purpose statement notes the benefits of outdoor lighting and concomitant need to protect against inappropriate lighting and encourage better practices and systems.

The code applies to all outdoor lighting except a list of exempted lighting types, including single-family and duplex lighting that does not shine light outside the property lines. General standards require the prevention of glare and address a number of factors, including maximum illumination levels, mounting, fixture types, and uniformity ratios. The code describes lighting plans required as part of site plan review and addresses compliance.
