Community Visioning

The city engaged in an intensive two-year process called Envision Carlsbad to develop a vision statement, finalized in 2010. This report introduces the idea and purpose of community visioning; describes the public participation process used to develop the city's vision; provides the vision itself, based on nine core values identified by the community; and envisions a two-pronged implementation approach in aligning planning policies and city operations with the vision. The city's "Community Vision" website offers links to various resources documenting the process as well as the final report. The vision is used to guide city decision making, including the city's 2015 general plan and annual budget.
