Comprehensive Planning

This city and county's comprehensive plan, updated in 2016, focuses on the balance between the urban area of Lincoln and the rural areas of Lancaster County, including addressing preservation of agricultural lands and prairie landscapes and equity between urban and rural areas. The plan offers a vision comprising nine vision statements and associated goals, and is composed of 10 elements: The Community; Environmental Resources; Placemaking; Business & Economy; Mixed Use Redevelopment; Neighborhoods & Housing; Community Facilities; Parks, Recreation, & Open Space; Transportation; and Energy and Utilities. A Plan Realization chapter offers general recommendations and strategies for plan implementation.
