Comprehensive Planning

This briefing paper offers guidance to Wisconsin communities in how to prepare for the comprehensive planning process. It emphasizes the importance of discussing the purpose of planning; stakeholder identification and involvement; education and outreach; and coordinating planning process logistics. It offers a three-step pre-planning process: developing a basic understanding of comprehensive planning; creating a "pre-plan"; and achieving stakeholder and citizen buy-in for the planning process as laid out in the pre-plan. The article includes a pre-planning worksheet.
