Complete Streets

This model policy document provides templates to help cities and counties update comprehensive plans and adopt ordinances and resolutions that support complete streets.

Comprehensive plan provisions address the vision statement, policy language for the transportation chapter, and policy language for other chapters.

Resolution provisions address definitions, complete streets requirements, lead department, implementation, exceptions to policy, performance measures, and reporting requirements.

Ordinance provisions address findings, purpose, definitions, requirement of infrastructure ensuring safe travel, data collection and public input, further steps, and severability.

Comprehensive Planning

This model policy document offers sample language for a comprehensive plan's transportation vision statement, a complete streets policy package to be included in the transportation element, and additional language to be used throughout other plan chapters to encourage the integration of Complete Streets policies in interagency planning for land use, schools, public facilities, parks and recreation, and community health.
