Comprehensive Planning

This model policy document from the University of Minnesota School of Law provides a template for cities and counties in Minnesota to implement the federal Partnership for Sustainable Communities' Livability Principles. It offers model comprehensive plan policies (and ordinances) to help Minnesota's small cities, large cities, and counties implement the principles, which address transportation, housing, economic competitiveness, community revitalization, policy coordination, and neighborhood investment.
