Comprehensive Planning

This guide and model policy document offers sample goals, objectives, and policies designed to advance transit and TOD planning for Florida communities in comprehensive plans. The first part of the guide discusses the literature review, case studies, and findings from the research, whereas Chapter 4 presents model policy language. The guide provides support for implementing transit-supportive policies. Model language is also provided for the future land use, transportation, intergovernmental coordination, and housing elements.

Transit-Oriented Development

This guide and model policy document presents a framework for transit-oriented development (TOD) planning and implementation in Florida. It includes a typology of station areas, a literature review, a methodology for assessing station area conditions, model comprehensive plan language and form-based zoning regulations, and an overview of implementation steps.

Model plan language addresses updates to definitions and elements for future land use, transportation, intergovernmental coordination, housing, and capital improvements.

Model zoning provisions address TOD station area regulations, building standards for all TOD districts, regulations for each subdistrict, use and density regulations, frontage standards, civic open space standards, parking, and street and block standards.
