Comprehensive Planning

This guide, created to help Wisconsin municipalities meet state planning requirements, covers the preparation of the implementation element, often one of the weakest areas of comprehensive plans. It provides a list of guiding principles to help prepare the implementation element and a step-by-step guide for writing the element, including collecting all goals, objectives, and policies, and considering issues such as integration and consistency, prioritization,  timing, responsible parties, and financial sources. The guide also discusses how to monitor and assess progress and offers information on regularly amending and updating the plan, which is also a part of implementation. Sample plan language is provided.
