Comprehensive Planning

This guide, created to help Wisconsin municipalities meet state planning requirements, covers the preparation of the land-use element of the comprehensive plan. The guide defines and explains land-use planning and how the land-use element fits within and integrates the comprehensive plan, and provides guidance on conducting a land use inventory and land use analysis; creating land-use goals, objectives, policies, and programs; land-use scenario planning; preparing the future land-use map; and implementation, monitoring, and revision. It includes some sample language and plan examples.
