Comprehensive Planning

This guide, created to help Wisconsin municipalities meet state planning requirements, covers how to create the economic development element of the comprehensive plan. It explains the importance of planning for economic development, focusing on five general components to address: organizational development, infrastructure development, business development, workforce development, and community cash flow development.  Appendices includes checklists and questions for assessing economic development capacity and needs within communities.
