This guide was written for Maryland communities to assist them in developing a water resources element for comprehensive plans, thus meeting a state planning requirement. It describes the general contents and structure of a water resources element; describes how this element links to the other comprehensive plan elements; and offers background, assessment approaches, and sample policies for addressing management of water supplies, wastewater, and stormwater runoff in the comprehensive plan. It offers the water resources element of Coastmont County as a model example.
