Capital Improvements Programming
The city’s comprehensive plan includes a Capital Improvement Element (Goal 8). This element includes policy recommendations for capital improvements planning, managing fiscal resources, establishing levels of service and managing concurrency, and preparing a capital improvements program.
Comprehensive Planning
This city's comprehensive plan achieved Bronze-level recognition in APA's Comprehensive Plan Standards for Sustaining Places Recognition Program Pilot in 2017. Each of the plan's 11 elements address a topic or group of topics involved with the physical development of land within the city. Collectively, the elements address the appropriateness of various kinds of land use, the impacts of those land uses on natural and cultural resources, the services needed for existing and future development, the fiscal capability of the City to provide those services, and a planned service delivery schedule. The format of each element provides a purpose (summary) for the element, level-of-service standards (where applicable), a listing of goals, objectives, and policies, and a listing of planned improvements for inclusion in the Capital Improvements Element.
