This city's comprehensive plan, adopted in 2015, achieved Bronze-level recognition in APA's Comprehensive Plan Standards for Sustaining Places Recognition Program Pilot in 2016. It represents deep public involvement in identifying issues facing this small community and devising effective responses. It used authentic citizen participation and values-based planning to solve problems and capture opportunities; makes a commitment to form-based zoning implementation of the plan; and features an engaging presentation to keep the document “off the shelf.” The plan provides goals, objectives, and strategies in seven topic areas: Housing; Transportation; Parks, Recreation, and Natural Resources; Culture, Creativity, and Community Resources; Economic Development and Agriculture; Utilities and Energy Management; and Land Use and the Built Environment. Additionally, the planning process and plan incorporates four "lenses" throughout: Health, Education, Inter/Intra-Governmental Cooperation, and Youth Retention and Aging in Place.
