This article summarizes the individual and collective costs associated with minimum off-street parking requirements. It explains the weak empirical basis of most local off-street parking requirements and summarizes how parking costs are passed on to home buyers, tenants, and customers and how parking requirements reduce urban density. It proposes market-based pricing for on-street parking as an alternative to requiring off-street parking.
