Rethinking Off-Street Parking Requirements

This article suggests that minimum off-street residential parking requirements incentivize automobile trips. It presents evidence from a study of outer-borough residential neighborhoods in New York City that have access to frequent, convenient transit service to Manhattan’s business districts. It found that residents in census tracts with more off-street parking were more likely to drive to work than residents in census tracts with less off-street parking.
