Rethinking Off-Street Parking Requirements

This article supports the idea that minimum off-street parking requirements lead developers to devote more space to parking than the market demands. It presents the results of a study of how minimum parking requirements affect the amount and types of off-street parking supplied throughout Los Angeles County. It found that developers seldom provided more than the minimum amount of required parking and that the value of parking areas was significantly less than its proportional parcel value.
