Rethinking Off-Street Parking Requirements

Chapter 18 of this report discusses the roles of minimum, maximum, and shared off-street parking requirements in parking supply management. It discusses how minimum off-street parking requirements affect the supply of parking and analyzes how this supply relates to demand. It then discusses parking reductions, maximum parking requirements, and shared parking requirements as alternatives to minimum off-street parking requirements based on peak demand. And it includes several case studies of parking reform efforts in specific communities.

Transit-Oriented Development

Chapter 17 of this report provides a comprehensive analysis of the factors that influence the success of transit-oriented development as a strategy for shifting travel modes. It looks at regional context, land-use mix, and transit mode, as well as underlying factors related to urban form, transit service characteristics, and traffic and parking conditions. It includes case studies of metropolitan Portland, Oregon, Baltimore, and Arlington County, Virginia.
