Rethinking Off-Street Parking Requirements

This study presents a comprehensive analysis of existing conditions and policy goals related to the provision of off-street parking in Edmonton, Alberta. It summarizes existing policy guidance, off-street parking requirements, and supply of versus demand for parking. Then, it discusses the factors affecting parking supply and demand and analyzes parking requirements from peer communities. Next, it discusses potential parking management strategies. Finally, it presents a series of potential zoning reforms to better manage the supply of and demand for parking in alignment with policy goals.
