Rethinking Off-Street Parking Requirements

This guide discusses a range of parking management strategies to help cities and counties across the San Francisco Bay area explore parking policy reform alternatives.

First, it provides guidance to help users identify their community contexts. Next, it discusses defining policy goals. Then, it presents various parking management strategies for different contexts and policy goals. Then, it provides short case studies of communities that employ more or more specific strategies. Finally, it includes a framework for developing and implementing parking policy reforms.

Specific strategies include reducing minimum off-street parking requirements, imposing maximum off-street parking requirements, and encouraging shared parking facilities.
