Rethinking Off-Street Parking Requirements

The city’s zoning code includes multiple types of policy-driven off-street parking requirements. It exempts all nonresidential uses from minimum off-street parking requirements in one historic town center district and reduces parking for various uses and conditions in other pedestrian-oriented districts (§11-8(6)). It establishes maximum parking requirements for all uses except single- and two-family residences (§11-2). It authorizes parking reductions for shared parking facilities based on the mix of uses (§11-8(1)). And it authorizes parking reductions for on-street parking, transit proximity, and pedestrian-oriented commercial spaces in transit-oriented areas.
