Improving Development Review

This report by Pennsylvania's Centre Regional Planning Agency seeks to assist municipal and regional officials with the permit application and review process by offering best practices to more efficiently and effectively review and act upon permits for new development. Seventeen best practices are organized into three best practice themes: improving communication with permit applicants, standardizing the permit application and process, and use of resources to improve permitting performance. The goal is to improve predictability, efficiency, timeliness, and equality in local land use regulation.
