Improving Development Review

This guide produced by the Massachusetts Association of Regional Planning Agencies offers concrete suggestions to the 351 cities in Massachusetts to make review and permitting processes more efficient and effective. Twenty-six best practice strategies are grouped into four categories: improving communication with permit applicants, standardizing the permitting process, resources for improving local permitting performance, and planning. The guide also discusses implementation—what local leaders can do and what local ordinance changes might be necessary.
