Improving Development Review

This study by Novak Consulting Group used employee and stakeholder surveys to help evaluate the development review process in Wilmington. The report provides an overview of the process and identifies organizational and process issues. It then examines development review statistics and processes from peer communities and highlights best practices in local government, and offers 16 recommendations in the areas of development review, roles and responsibilities, intake and submittal processes, technical capabilities, and outreach and education.
