Measuring Planning Department Performance

This report examines performance management principles and practices for state and local governments. It provides a performance management framework to help governments move beyond measuring and reporting to managing performance toward improved results. The framework provides both a starting point for creating performance management systems and guidance on improving existing systems. The report describes and defines performance management in general as well as performance-based budgeting in particular.
