Measuring Planning Department Performance

This report from the Kentucky Legislative Research Commission Program Review and Investigations Committee offers a primer on performance-based budgeting. Though written to evaluate the use of performance-based budgeting at the state level, it provides a useful overview of budgeting function and approaches, as well as the selection of measures of performance for use in a performance-based budgeting system.
