Measuring Planning Department Performance

This article looks at how performance measurement has been used in local communities and how the budget process affects or is affected by these measures. Data drawn from a national survey of nearly 300 local governments found that performance measurement was pervasive though not always effective, that city and county officials use performance measurement in the budgetary process slightly differently, and that integration of performance measures within the budgeting process is important in determining impacts.
