Outdoor Lighting

The county’s outdoor lighting regulations were adopted in 2004 and amended in 2006. They are noted by the International Dark-Sky Association as a good example of a county outdoor lighting ordinance. The ordinance provides an extensive list of definitions. Grandfathered nonconforming fixtures must be brought into conformity when replaced, and some instructions are provided for adjusting grandfathered fixtures. The county or observatory staff may request that specific fixtures be brought into conformity, but must supply parts and labor at no cost to the owner. The ordinance lists shielding and aiming requirements for lighting fixtures of both less than and more than 1800 lumens. It provides standards for illumination levels for three lighting zones, and includes specific requirements for streetlights, service stations, outdoor sales lots, and signs. It also provides general requirements for lighting practices in a number of different situations. It addresses enforcement and penalties for violation. Illustrations are included. A map of the county’s three lighting zones is also provided.
