City policy BCP-UTL-1.05 establishes a street priorities map and wireless facility application checklist for siting wireless facilities in the public right-of-way on existing or replacement utility poles. It addresses city goals promoted in Right-of-Way agreements of colocation, height limits, and appearance.
It builds upon an earlier city policy, BCP-UTL-1.03: Wireless Right-of-Way Agreement Application Procedure, which establishes an application procedure for use of the public right-of-way for wireless facilities. The application grants a right-of-way use agreement for mobile telecommunications services for three years. It establishes an annual fee of $5,000 and a right-of-way use fee of $3,000 per structure that has attached facilities, which increases by 4% each year, plus a one-time installation fee of $2,000 per structure with attached facilities.
