Group Housing

This website is maintained by the City of Portland to explain its approach to regulating group homes. If community-based special needs facility meets all standards, they are allowed by right in zoning districts that permit such uses. The city can limit locations; however, they must comply with FHA and state land use laws and provide housing and social services without discrimination.
