This report sought to identify the specific barriers to residents' engagement in urban agriculture and propose changes to encourage this engagement in Kingston, NY. It focuses on the first two steps of this process: removing barriers by identifying land-use regulations that could better support urban agriculture and creating policies to support these beneficial changes. It makes several recommendations, including integrating local food systems goals into the comprehensive plan, revising the zoning code and the general ordinance, and conducting outreach and education on urban agriculture policies and resources.
