Transfer of Development Rights

Arizona’s county zoning enabling statute authorizes counties to establish procedures, methods and standards for the transfer of development rights within its jurisdiction (§11-817). It defines specific terminology, requires a county to adopt an ordinance for TDR prior to any transfers, and designates what information must be contained within the ordinance.
