Transfer of Development Rights

Oregon’s transfer of development rights statute authorizes the governing body of a city or county to recognize a severable development interest in real property and establish a transferable development credit system for the purchase and sale of these rights. It defines transfer of development rights terminology and the criteria for setting up and operating a transferable development credit system.
