Transfer of Development Rights

This guide describes methodology used for transfer of development rights (TDR) valuation by New Jersey’s state TDR bank. It addresses three primary methods for determining the value of development potential: municipal averaging based on appraisal data, using a formula supported by appraisal data, or straight appraisal.
