Transfer of Development Rights

The county’s comprehensive plan includes several policy recommendations for its transfer of development rights (TDR) program (Ch.8, Policy 2). It recommends a permanent, voluntary TDR program enabled by ordinance that conserves agricultural and natural resource lands through easements, sets, TDR standards, and provides the framework and model ordinances for municipalities within the county.
