Transfer of Development Rights

The county’s codified ordinances authorize transfer of development rights (TDR) to preserve environmentally sensitive areas and agricultural land (Ch.A386). TDR standards address program purposes, funding mechanisms, sending parcel standards, procedures for and conditions of selling or purchasing development rights from the county, TDR bank operations, and the annual report requirement (§A386-1 et seq).
