Transfer of Development Rights

The county’s land development code authorizes transfer of development rights (TDR) as part of special treatment overlays for the protection and conservation of natural resources, significant historical or archeological contributions, aesthetic, or ecosystem contributions (§2.03.07). TDR standards address the process purpose and intent, program administration, the procedure for obtaining rights, and detailed valuation and bonus credit policies.
