Historic Preservation
The county’s codified ordinances establish a historic commission, designation process, and tax exemptions for historic structures (Chapter 66). The regulation requires a Certificate of Appropriateness for all work done to the exterior or designated interior of historic structures or in historic districts, except for ordinary maintenance. It allows for an ad valorem tax exemption on 100 percent of the assessed value of all improvements to a historic structure by entering a covenant with the Board of County Commissioners.
Transfer of Development Rights
The county’s zoning code authorizes transfer of development rights (TDR) for conservation of environmentally sensitive areas. TDR standards address sending and receiving zones, when transfers are permissible, issuance of development rights, disqualifying land, zoning changes, development limitations, the approval procedure for initiation by property owner or initiation by county, and exercise of rights granted by transfer permit (§3.17).
