Scenario Planning

This article examines the concepts, functions, credentials, and efficacy of land-development scenarios. The authors identify plausible unexpectedness, informational vividness, and cognitively ergonomic design as three features that make a land-use scenario plan more likely to succeed as bridge between and modeling and planning and as a tool to expand thinking.
