This report explores the relationships between transit investment and residential displacement and presents a series of policy alternatives to support equitable transit-oriented development (TOD). The first chapter explores the relationship between transit usage and neighborhood diversity. The second chapter reviews existing literature looking at transit investments and gentrification. The third chapter presents the results of new research on patterns of neighborhood change. The final chapter presents a toolkit of policies communities can use to mitigate displacement associated with transit investments and TOD.
