This article reviews the literature on local efforts to support transit-oriented development (TOD) in inner city neighborhoods. It supports the idea that a lack of demand for new development in weak market neighborhoods combined with more physically and politically challenging development environments have historically presented significant barriers to new TOD projects in older urban areas.
