This model code provides a template to help cities in metropolitan Hartford, CT, adopt special zoning districts to support transit-oriented development (TOD). It includes two versions of a model district: one where maximum development intensities are available as of right and one where developers can provide public amenities in exchange for bonus density. It also includes modified use permissions and development standards for more intense urban districts and less intense rural districts.
