The county regulates short-term residential rentals through a stand-alone ordinance first adopted in 2009 and amended in 2012, 2017, and 2019. The ordinance provides definitions and offers a lengthy list of standards addressing quiet hours, complaint resolution, signage, garbage collection, building safety standards, emergency escape and rescue openings, maximum occupancy (based on wastewater treatment type and capacity), parking, and other issues (§6).
The ordinance requires short-term rental operators to obtain an annual permit and pay fees, and provides information on inspection requirements, permit renewals, and permit revocations (§7). It establishes permit fees of $250 and inspection fees of $100 (§8) and describes application requirements (§9). The ordinance also addresses complaints and enforcement (§§11–13).
