Scenic View Protection

This functional plan provides information to protect historically significant viewsheds. It includes a viewshed study which focuses on the history of the Civil War battlefields, identifies public vantage points, and specifies threats to preserving these areas. The plan presents preservation tools such as height restrictions, screening developments, regulating utility lines as viable options for the Manassas Battlefields. Additionally, it explores tools that are not appropriate for protection, such as low density zoning, overlay zoning, or use of special taxes.
