Scenic View Protection

The city’s zoning code protects scenic views through a view corridor review that assesses visual impact of proposed buildings to the Wallowa Mountains. It states that development plans are subject to alterations to protect views, including height limitations, structure placement, and building setback changes to reduce negative impacts on views (§10.350).
