This article focuses on the importance of persuasiveness as a characteristic of a "good plan," measuring and comparing the communicative and persuasive qualities of 20 local plans from states with planning mandates and 20 plans from states without. According to the authors, measuring mandated and nonmandated plans in terms of persuasiveness demonstrated tactics that strengthen plans, including the use of an outside consultant.
