NEIGHBORHOOD PLANNING

This article provides an overview of Minnesota’s Neighborhood Revitalization Program (NRP) and highlights challenges related to participation and conflict. It examines how the city used $400 million of public funds to set up an NRP office that established relationships with neighborhood associations. The article goes into the history and structure of the program and explores the challenges neighborhoods faced.
